The Carbon Border Adjustment Mechanism (CBAM) is a significant regulatory initiative which has been introduced by the European Union (EU) to address the carbon footprint associated with imported goods.
The CBAM regulation seeks to create a level playing field for businesses by discouraging carbon leakage. Requiring detailed reporting on the environmental impact of imported goods, the EU aims to incentivize the adoption of sustainable practices globally.
Under the existing EU Emission Trading System (EU ETS), EU producers must obtain emission allowances for the CO2 emissions associated with their products. The CBAM price adjustment ensures that these producers face no competitive disadvantage when importing from countries with lower climate standards. In other words: more administration and tasks to carry out before entering the EU…
Report quarterly
EU importers of CBAM goods must now submit their initial report for goods imported in the 4th quarter of 2023, before the end of January 2024. Followed by continuous quarterly reports, providing detailed information on specific aspects related to the environmental impact of the imported goods. The products covered by the CBAM regulation are those associated with high energy intensity, specifically:
• Cement
• Electricity
• Iron and steel
• Aluminum
• Fertilizer
• Hydrogen

From 2026, importers will be mandated to pay for embedded emissions in their goods and offset the CO2 generated during their production, through CBAM-certificates. Their aim is to include all EU Emissions Trading System (ETS) sectors under CBAM regulations by 2030 and have the CBAM fully in place in 2034.
